REGIONAL CONSUMER ADVISORY COUNCIL (RCAC)

The Regional Consumer Advisory Council (RCAC) anticipates receiving funds from the CT Department of Mental Health and Addiction Services in which to award grants to persons in recovery from either addiction and/or psychiatric disorders, who are both residents of north central CT and adults 18 years or older.  You may apply for more than one mini-grant at a time but you must use one application per project. These mini-grants have a cap of $2,000 and must be used in a project related to at least one of the following priority areas:
 
1.      To develop advocacy among persons in recovery from addiction and/or psychiatric disorders.
 
2.      To develop leadership among persons in recovery from addiction and/or psychiatric disorders.
 
3.   To integrate people in recovery from Addiction and Psychiatric Disorders to promote mutual awareness and understanding through an activity or an event.
 
4.      To plan and implement a Recovery Conference or Forum related to issues benefiting adults with psychiatric and/or addictive disorders
 
5.      Technology: training, software, or hardware for use in skill development located within a non-profit agency benefiting people in recovery from psychiatric and/or addiction disorders. 
 
 
Projects will need support from an existing non-profit agency with 501(c)3 status that agrees to serve as a fiduciary agent (money manager).  Grant funding will be sent directly to this agent so it is important to have a good relationship with this party.  A grant review will take place by peers from outside of  region 4  to ensure no conflict of interest occurs. All  applicants will receive notification via letter regarding the results of the review.  Employees of the CT Department of Mental Health & Addiction Services  cannot apply for these funds as it is a conflict of interest (DMHAS funds the RCAC Mini-Grants project).

Funded projects begin operating the week your fiduciary receives the grant deposit from North Central Regional Mental Health Board (RCAC fiduciary) and end on or before Tuesday, June 2, 2009.  Awarded applicants generally receive funding within December, however, we cannot always guarantee this. (This allows six-months to complete grant projects).

The Regional Consumer Advisory Council (RCAC) is a consumer council that is led and driven by consumers. It is composed of recipients, or consumers, of state mental health and/or substance abuse services in the region.  The RCAC, which includes consumers from every catchment area in the region, was established by the NCRMHB in 1998 to serve as a consumer advisory group.  The RCAC was formed in response to a need identified by the Intergraded Services System Steering Committee established by DMHAS.  In addition to serving as an advisory group, the RCAC has designed and implemented projects to enhance the recovery and advocacy of consumers.  Membership is open to any consumer of mental health or substance abuse services in the region. 

 

RCAC History: 1998 - 2007

RCAC originated as an advisory council in 1998 to provide personal input related to mental health service gaps in Region 4.  Simply put, they were surveyed for data regarding housing, transportation, jobs, etc. to assist the Department of Mental Health & Addiction Services to measure the needs and standards of services adults in recovery receive in their catchment areas.  Members evolved in to a planning council upon receiving a grant of their own to do more than serve as an Advisory Council and after one-year in this capacity they received funding to do the following:

In 1999, RCAC received a grant to hire a consultant to teach the council about the funding process (Mini-Grants). A  Coordinator was also funded to staff the council in support of their initiatives: an annual mini-grant project for adults in recovery and a conference. RCAC is unique  in its ability to provide such specialized projects benefiting adults for the last decade.  RCAC continues to strive to provide unique topics/speakers at annual conferences and fund creative ideas that promote wellness and self expression among adults in recovery.

 

Who are we?

Adults (18+), in recovery from psychiatric and/or addictive disorders.  We are advocates, artists, retirees, heads of households, etc. Small grass-roots planning council with an in-depth understanding of “recovery.”  Living the life and giving back through volunteerism.

o       To enhance leadership skills for adults in recovery through opportunities enabling grant funding of self-designed projects.

o       To teach through educative, annual conferences focused upon topics benefiting adults with psychiatric and/or addictive disorders.

o       To train and introduce council protocol: planning/advisory functions, implementing projects, involving adults to have a “voice in the system.”

o       Peer-to-peer support

Our fiduciary, North Central Regional Mental Health Board (NCRMHB), is a non-profit 501(c)3 organization, able to accept donations on our behalf.  Please consider a donation.  Current Membership

If you would like to become part of our planning team, please contact NCRMHB staff to discuss your possible membership.  Make an appointment to be considered for membership and what your goals would be in attaining it.  We will place your name on a list to be considered when a current member leaves. (We cap membership at 15) You will be called in for a trial period of three consecutive monthly meetings.

What Else Should I Know?

Members must be residents of north central CT (Region 4) who are 18+ years old.  Officers are elected each year and serve a one-year term currently: Chair, Co-Chair, Secretary and Treasurer.  Meetings are held once per month on the first Monday of the month January-June between 11:00-12:30 p.m.  Location: Mental Health Association of CT, Wethersfield. (860) 529-1970 x10.  (lunch is included)

HOW CAN I MAKE A DIFFERENCE?    Your volunteered efforts not only help others but teach you valuable skills: organization, leadership, council functions, deadlines, etc.  Many RCAC members move on to Boards, CACs, return to school or transition to work.  And, the Peer Support is always here for you!
